Latest program update

HEAR is open. OER launched the income-eligible pathway on September 17, 2024 through the state's Community Action Program agencies, and on May 11, 2026 announced a HEAR Moderate-Income Pilot with a retail coupon option limited to 11 municipalities: Pawtucket, East Providence, Barrington, Warren, Bristol, Little Compton, Tiverton, Portsmouth, Middletown, Newport and Jamestown. OER states all applications must be reviewed and approved before purchasing eligible appliances or completing electrical upgrade or gas capping work. The Home Efficiency Rebates (HOMES/HER) program is pending U.S. Department of Energy approval to launch.

Can I still get a federal tax credit in Rhode Island?

No. 25C and 25D were both repealed by the One Big Beautiful Bill Act for property placed in service after December 31, 2025. Anything installed in Rhode Island in 2026 earns no federal residential energy credit. Work finished on or before that date can still be claimed.
