SECO's IRA page, last updated May 19, 2026, states that rebates are not currently available and that a future launch date will be established once the state has approval from DOE. SECO hired APTIM Federal Services LLC in April 2026 as a third-party implementer to design and build the HOMES and HEAR programs.

Texas rebate questions
Can I still get a federal tax credit in Texas?
No. 25C and 25D were both repealed by the One Big Beautiful Bill Act for property placed in service after December 31, 2025. Anything installed in Texas in 2026 earns no federal residential energy credit. Work finished on or before that date can still be claimed.
