Why Texas homes qualify for so much

Texas summers put more hours on an air conditioner than almost anywhere in the country — the average Texas home used 1,096 kWh a month in 2024 and paid $163.72, well above the $142.26 national average (EIA), and summer months run far past that. If your HVAC system is 7 years or older, it's losing efficiency every season — which is why the average Texas home we visit is paying far more per month than a home with modern equipment. Utility companies would rather pay you to upgrade than build new power plants, so they fund rebates for high-efficiency HVAC, insulation, and water heaters.

How "no extra cost" works

Most Texas homeowners finance their upgrade. When the monthly energy savings meet or beat the financing payment, the upgrade effectively pays for itself. Oncor publishes no fixed rebate schedule — incentives flow through approved service providers as invoice discounts, so the contractor you pick decides whether you get them. Programs typically run February–November and close when annual funds run out. The Low-Income Weatherization Program is fully exhausted for 2026 (Oncor says to check back January 2027).

CPS pays more for replacing a system that still runs: early replacement requires an operational system under 25 years old (central) or 20 (heat pump), with photos and serial numbers. Efficiency is verified by AHRI certificate; a permit number is required inside San Antonio city limits.

Latest program update

SECO's IRA page, last updated May 19, 2026, states that rebates are not currently available and that a future launch date will be established once the state has approval from DOE. SECO hired APTIM Federal Services LLC in April 2026 as a third-party implementer to design and build the HOMES and HEAR programs.

Can I still get a federal tax credit in Texas?

No. 25C and 25D were both repealed by the One Big Beautiful Bill Act for property placed in service after December 31, 2025. Anything installed in Texas in 2026 earns no federal residential energy credit. Work finished on or before that date can still be claimed.
