The Utah Office of Energy Development states that the Utah Home Energy Rebate (HER) program is on hold until further notice: OED submitted its formal application to DOE in December 2024, DOE has not approved it, and no program funding will be distributed to OED until federal approval is granted. The OED page carries no visible last-updated date, so the exact currency of the notice could not be confirmed.

No. 25C and 25D were both repealed by the One Big Beautiful Bill Act for property placed in service after December 31, 2025. Anything installed in Utah in 2026 earns no federal residential energy credit. Work finished on or before that date can still be claimed.
