The West Virginia Office of Energy's Home Energy Rebate Programs page carries an explicit notice that these programs are NOT yet available for residents in West Virginia, and warns that scammers pose as program representatives; residents are directed to sign up for notification when the programs launch. A public information session was held July 30, 2025, and no launch date is published. Note that FirstEnergy's Mon Power assistance-programs page separately lists HER and HEAR as "available year-round," which conflicts with the state administrator's own notice; the Office of Energy page is the authoritative source.
